The purpose of CRLA is to provide a series of recreational leagues for the people of Casper and the surrounding area.  Its effect will be to contribute to the welfare of the community by organizing, managing, and maintaining such programs.  This includes scheduling, purchasing equipment and hiring personnel as is necessary to effectively run the program
